After new harddrive installation, and reinstall of Windows XP on I:Drive, Windows Update wont functi

After new harddrive installation, and reinstall of Windows XP on I:Drive, Windows Update continually responds with: &quotFiles required to use Windows Update are no longer registered or installed on your computer&quot Clicking the choice register or reinstall

results in cycling back to same error.
