How to remove scareware FBI pop-up which disables MS start-up?

This Scareware - Ransome - Hostage FBI scam pop-up is blocking Microsoft start-up &amp getting to the Desktop to use computer. Help!.

Looking for a method to find &amp remove this page / block &amp allow Microsoft Windows 7 to open.

It is titled - "The FBI Federal Bureau of Investigation" at the top of the one page blocking access to Microsoft Windows 7 start-up - not allowing you to go to Task Manager or any other location - attempting to have Desktop open - this scam pop-up is asking

for money ($100-$300) to unlock page!?!?MS Internet sites do not explain how to address and remove this blocking page. We have downloaded and run the latest MS Security Scanner and also run the Microsoft Security Essentials from another users page - this is currently blocking and affecting the one

primary user on this computer.

 

Help on finding and removing would be appreciated. Looking it up on-line only refers you to purchasing another program for viruses &amp pop-ups!
