Why won't my windows update open?

I am using windows 7 home 32 bit on an hp dv6-3230us. I first figured out I was unable to open my windows update tool but also my troubleshooting tool or system properties. My computer does absolutely nothing when I click it, as well as running as administrator.

I've deactivated any AV that could be blocking. I've tried a clean boot and stopped any start-up or background programs that could be stopping it. I've used code found in these forums to try to reset my updater to no avail. Along with trying the malware scans

posted in these forums. I do not have a restore point to work with, be sure to change that after i fix this. I've uninstalled all programs I've installed in the past six months. Attempted opening it in safe mode as well.

 

I have been searching the community but haven't found any thread where someone gets no error message and theyre computer does absolutely nothing when they try to update. Please help
