changing administration setting in c drive

is it safe to change in properties settings/secuty/change owner to from TrustedInstaller to my administrator user account in c drive for replacing windows startup sound.?..i've downloaded resource hacker and have been successfull in replacing the windows

startup sound by using resource hacker but cannot save it and if i make changes in security setting in system 32 and c drive properties than there is problem in restarting my computer..please help me..
