how to stop desktop icon selection i.e becoming highlighting when mouse moves across object

When I move my mouse across the screen and it passes over a desktop icon and I accidently hold down the right or left button while passing over an icon, that icon is moved from the then current position to another postion that is determined by when I am no

longer holding down the button.

What I would really like is that selection and highlighting of an icon would only be accomplished when I specifically right or left click when over the object. Then to move the icon I would have to right or left click the highlighted icon
