MS13-021 - KB2809289 for IE8 - Server 2003 - 32 and 64 Bit - Update installs but still reports back

I'm having an issue with the reporting of update KB2809289 on Server 2003 SP2, both 32 and 64 bit. The update installs just fine and shows in Add/Remove programs however, when you go back through to run more updates it shows as needing the update again,

subsequently, any patch management software flags the update as not being installed. The behavior is the same on around 30 individual servers across multiple domains.It's notable to say that I do not have a later version of IE installed on any of these servers.This issue seems to be limited to 2003 terminal/Citrix servers at this point as it has been successful on other types of servers of the same os. Also, the same KB for 2008 R2 IE8 installs and registers as expected.I have tried numerous ways of getting this to register properly:I've downloaded the update and installed manually after wiping all traces of it from the registry and file system. I've done that same procedure booted into safe mode as well with the same results.I have uninstalled IE8 entirely along with all it's patches. Once removed verified all traces were gone from all locations in the registry and file system. Also cleared the update cache at C:WindowsSoftwareDistribution. Back through the install (installing

IE8 from the exe download) with the same end results.Have tried using baseline security analyzer to check/correct the issue but it reports back the patch as missing too.The update always shows under add/remove programs after it's installed but continues to show as outstanding.Anyone else happen to be experiencing the same issue or have any thoughts?Thanks,Matt
