Anyone having problems with IE9 and Windows Live after last Windows 7 update in February 2013?

After the last major update pushed out by Microsoft I have noticed that both Internet Explorer and Windows email client (Windows Live Mail) are not working properly. They do not open up windows on the desktop, however they do show up in Task Managers processes.

I have tried reinstalling them but that hasn't fixed the problem.Has anyone else experience similar problems?Running: Windows 7 Ultimate (64 bit)
