Starting to think I am losing my mind.. :-|

I am trying to create an installation of Office 2013 Pro Plus where the Spanish language pack is installed and the displayed interface of the Office apps (as well as proofing tools etc) follow the selected language of the Operating system. (which is English

with a Spanish Language pack installed)

We are a volume license customer and I am using Office 2013 ProPlus downloaded from the VL site. I have also downloaded the Office 2013 Multi Language Pack from our VL site. Per this article:

I have "combined" the Multi Language Pack files with the Office 2013 Pro Plus files (not overwriting any files). I then added the following to my Config.xml:

 

 

 

I am installing it with the switch to point it to the config file. The install goes through fine, however I cannot seem to get the interface to change to spanish.

 

When I look at the Language options I see:

As you can see there is no entry in the "Choose Display and Help Languages" for Spanish.

I accomplished this in Office 2010 using a Spanish specific LIP but this is not available for Office 2013. Can anyone tell me what I might be doing wrong here? been web searching the heck out of it today and have come up short. :-(
