Windows Update on Windows 8 never completes downloading

Windows Update on Windows 8 never completes downloading with any of the updates, even for small updates.

I've tried

1. changing startup options and disabling all non microsoft services.

2. Uninstalling securty software (norton)

2. restoring to an earlier point

3. Logging on as another user.

4. Doing the Windows Update fixer from trouble shooter.

What else can I try?
