Windows Defender(Help Support window says) has to be accessed before you can stop programs from runi

Looks like many programs are running at startup that I DO NOT WANT TO WHEN I start up my computer. When I go to Windows Help and support The number one thing to do is to 1. OPEN WINDOWS DEFENDER However when I click on link in support it says Windows Defender

is OFF click to turn on then nothing happens.

 

Then When I go to Microsoft and try and download Windows defender the download DOES NOT COMPLETE AND I get a message that says "WINDOWS DEFENDER IS ALREADY INSTALLED ON THIS COMPUTER"

 

I can't find it - I can't use it - and I CAN NOT FIND ANY OTHER WAY to stop programs from running at start up.

Does anyone know how to do this without Windows Defender(I prefer not to reinstall it since I've noticed problems and saw a TON of problems with it on this site. So I just need to know how to STOP PROGRAMS FROM RUNNING AT START UP without using Windows

Defender.
