PLease help: My windows update is not working It is showing Error Code:80246008; I tried the option

Please Help: My windows update (windows Vista Home Basic) is not working and no update is being downloaded for last many months. It is showing Error Code:80246008 I tried the options showing in windows help like :

1. 
   Click to open Administrative Tools.

   Double-click Services. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
    
   
3. 
   Right-click the Background Intelligent Transfer Service (BITS) service, and then click
   Properties.
    
   
4. 
   On the General tab, next to Startup type, make sure that
   Automatic (Delayed Start) is selected.
    
   
5. 
   Next to Service status, check to see if the service is started. If it is not, click
   Start. .
    
   

But it is not being Start .....

to repair the same and also tried windows fix but did not work

SO please help
