Desktop Task Bar doesn't seem to work consistently

I run my desktop across two monitors, and have set my options to show the taskbar on the bottom of both monitors, and to auto-hide it. I have these problems on a regular basis:

 

1. When I maximize an application (on either monitor) I cannot access the task bar. That is, dragging the mouse to the bottom of the screen does not bring up the taskbar.

2. Often on my second monitor, the task bar comes up behind open windows instead of in front of them (in this scenario I'm not talking about having windows maximized this is a separate issue whereby I may have a window taking 3/4 of the screen

and its bottom is maybe 20 pixels away from the bottom of the screen. I can see enough of the bottom of the screen to see that the task bar is coming up when I drag the mouse down there, but the taskbar is displayed behind my open window)

Am I the only one having these troubles?
