I get a triangular shaped mouse cursor while browsing up and down on websites.

Original title : Removing a triangular shape arrow that appears whenever using internet and perusing up- and down?

I think I had this appear before and it is driving me crazy. When on any internet site whether it be email, a separate site that I am perusing information and try to scroll down the page this triangular shape arrow appears sometimes with a up and down

arrow within a circle and a dot in the middle. This takes all my control away for scrolling the page and fast forwards the page to the bottom and if I try to scroll up the reverse happens. The only way I cawn stop it is to click again and it will temporarily

stop it. Can anyone tell me how to get rid of this annoying "helper"?
