Windows update dosen't work properly, when trying to install ACT! 2013 Premium

Hi,Here is the problem : When I tried to install ACT! 2013 Premium on computer's client, I got this error :Framework .NET 4 cannot be installed because windows update does'nt seems to work properly.I already be in touch with Sage ACT! support and they tried several solution but nothing work really :Here is the report from the ACT! support Advisor :--- --- ---Unfortunately I’ve been unable to resolve the issue as it appears to be a fault within Windows itself with the Windows Installer/Microsoft Update. I’ve included a copy of my notes from the call so that you don’t have to start from scratch but unfortunately

there is no further support beyond what I’ve provided that we would be able to offer at this point.

 

I’ve left the dotNetFx40_Full_x86_x64.exe on the desktop (standalone installer for .NET 4) if you think you’ve resolved the issues with Windows or simply want to test to see the error first hand run this and you should be able to see if the problem

is resolved. Certainly there’s no point trying to uninstall/reinstall ACT! until this update will successfully install.

• Uninstalled ACT! 2011 Pro

• Got a message when trying to install 2013 Premium

• Error .NET framework failed to install

• As no other details tried to install .NET from the standalone installer on microsoft.com and got an error 0xc8000247

• Disabled Avast temporarily and got the same error

• Checked add/remove and .NET client profiler was installed

• Ran a repair on that and then installed act again

• This time .NET install seemed to go through successfully

• PC rebooted and continued install

• Seemed to setup IIS and reboot

• Windows tried to install .NET again after the restart stated no to the reboot and continued the install of ACT itself

• When it tried to open ACT! after the install it stated that .NET was not installed

• Removed .NET from add/remove

• Couldn't install with the same issue

• Turned off .NET 3.5 and rebooted

• Turned back on and rebooted

• Tried to install .NET 4 and the same issue

• Started to suspect an issue with Windows installer and tried to check for Windows Updates and appears Windows Update also doesn't work

• Ran the Microsoft fix it utility for Windows Update

• Windows update still won't run

• Trying to run it gives the error that the Windows Update service is not started and a reboot may be required

 

• Rebooted and got the same error

• Confirmed that the service is started

• Tried restarting the services and getting the same error afterwards

• Advised Roger that unfortunately I really cannot assist any further as I was already significantly beyond the remit of ACT! Support and would have to speak with his PC support

• Uninstalled ACT! 2013 and reinstalled 2011 so that customer can use remote DB's again

• Will be unable to use ACT! 2013 until issues with the Microsoft Installer/Windows Update have been resolved

If you already face this issue, could you please help me providing some advice to solve this ?
