Dell wont restore

I have a Dell Dimension B110. with windows XP.. I let (even the young) kids use this pc. It has become practically worthless. When I bought the computer I got several cd's with it. As i was reading through the owners manual I found that the computer

could be erased and it would be like it was when it showed up at my door. This would be great!! but as I proceeded to go through the steps the first thing to do was AS SOON AS THE COMPUTER STARTS ...1. see a blue bar, immediatly hit crtl .&amp f-11 .. as

soon as i hit the ctrl &amp f11 it says CAN NOT RESTORE I have never tried to do this before and I did buy the computer new. I should be able to have what I paid for.. Is there sny way to get around this CAN NOT RESTORE problem.. that computer would make wonderful
