Can't update Windows 7 after new hard drive install

After installing a new hard drive on an ASUS laptop I can't update Windows 7 and get OXC8000247 error when I try to down run the install to validate Windows. (Reinstalled the system from the Restore Disks created when I first got the laptop)

Have tried new drivers, safe mode boot looking for problem components, reset widows update services, run "Fixit" ......nothing seems to work.

Any more ideas? Thanks.
