Activating Microsoft Security Essentials on new computer

I just purchased a HP Pavilion g6 Notebook PC with Windows 8. It also came with Norton Anti-Virus that I do not wish to install. But both the Norton and Microsoft Security essentials show they are turned off. It allows me to turn on the Norton

if I want, but it won't turn on the Essentials. Is one part of the other?
