Microsoft Project 2010 installation error 1603

I am trying to install MS Project 2010 on a Windows XP SP3 box, but it keeps failing with a 1603 error. The computer did have Project 2000 installed but it was removed prior to the 2010 installation. I have tried everything I could find including

the following:

Ran a registy cleaner, disabling anti-virus, and tryied installing in Safe mode, all failed with the same error.

Any Suggestions?
