My hotmail acct. was hacked; the hacker is in Spain, running a money scam through my email.

Microsoft will not help me delete my acct. The hacker changed ALL of my information and I cannot get into my acct. to delete it. I have had a remote tech working on it for 8 DAYS! Why can't I get any help when I am paying for the acct. It's a Hotmail Plus acct. and don't tell me to try the support.live or the other site, neither helps!
