Problem with unattend.xml and sysprep

Here is part of my unattend file to generalize and reseal win 7:

 

 

false

OOBE

 

 

false

OOBE

 

 

 

It doesn't generalize. If I make forceshutdown=yes it seems to work, but windows won't restart. It begins like it has been generalized but then says it will reboot, but shuts down instead. Restart it and it does the same thing.

Any help is appreciated.
