error 0x008705b4

Hi

I have been having on issue where IE just shuts down. The other issue is that i also keep getting an error that the internet is disconnected when it isn't

To resolve this I have

1. run a full scan with no issues returned

2. I have checked and found to Windows Defender is turned off. To try and resolve this I have tried to tuenon by it returned this error

'windows defender encountered an error: 0x008705b4 this operation returned beacuse the timeout period expired'

to resolve this I have followed the following process

typed service.msc in the start up box

found windows defender in the list and double clicked

under the general tab the current status was stopped - I pressed start and it returned the following error

'the windows defender service on Local Computer started and then stopped. Some services stop autmatically if they are no in use by other services or programs'.

This error is returned regardless of whether the start up tyoe is set to automatic or manual

hit apply OK and restarted computer but this did not fix the fix and windows defender is still off

What can I do to fix this error????
