nesting groups, is that only for Active Directory

I wanted to make it so that all users could use Remote Desktop or Telnet from the LAN, but I can't seem to add the built-in "Users" to the "Remote Desktop Users" or the "TelnetClients" groups.

Is it something only for Active Directory? All the references mention it. I'm using Windows XP Professional on a workgroup on a very small, home network.
