Cannot Bring Up IE at all After Intalling IE8 Get Message

I went to Facebook and they said I should update to IE8. So I downloaded from MS site. All went well until I re-booted and now I cannot open IE.

Here is the message: "the ordinal 650 could not be located in the dynamic link library iertutil.dll"
