What is devcon, can I use it to remove all hardware driver in laptop

Dear all,

Working problem, I want to make a ghost which inculdes no hardware drive.

Is it possible to use the tool of devcon to remove all drives from a ghost of laptop 6450b?

And what is devcon?

( devcon.exe is in Windows Xp CD , below in i386 folder)
