Startup Repair window on startup, but after "no repair", restart works ....

Every morning, I get the Startup Repair window on a newly installed (Home Premium purchased) Windows 7 64bit system (6GB RAM, Gigabyte MA78GPM-DS2H, AMD Phenom X3). At some point a day or two after the initial install (maybe after updates, not sure), it started coming up with a blue screen (stop 0x0000001A) on first poweron, however it works quite normally after a restart at anytime after that point (although I have only tried brief power-off states, 30 seconds or less). I installed so many items during that time to make it useful (chipset drivers, Anti-virus, backup, etc.) it is hard to tell which may have been at fault, and I'm trying to avoid having to do a clean install to fix it because the troubleshooting will literally take weeks if I can only cause the issue at cold poweron.

 

When the Startup repair comes up, it offers a restore (there are no restore points, odd that), and cancelling attempts repairs. Here are the results:

Looking at some of the other issues with similar problem signatures, they seem to most often be display or chipset driver related, so instead of using Gigabyte's Windows 7/Vista drivers on their website (8.641, 9/6/09), I downloaded the latest ATI drivers for the MB (9.10, 10/22/09 - I don't think the versions are consistent between Gigabyte and ATI), however this has not made any difference.

 

Anyone have any suggestions on how to tackle this?

 

BTW, when I go to action center/view details, it changes the problem report to:
