windows 7 - usb external drive seen in manager but no drive letter allocated.

I have bought a windows 7 ( home) computer and a new external hard drive (TOSHIBA V63600-C WINDOWS7 COMPATABLE).

The problem I have is that in explorer it is not seen. In computer manager it is displayed as disk 1 , basic, 931BG, online. THe 931BG shows as healthy (Primary partition) .

In the top panel, there is an icon with the correct details but no voloum name.

right click on disk 1 only give the option to convetr to dynamic, properties and help.

right click on the partition has delete and help.

Any ideas to resolve this issue.
