New installation of windows 7 upgrade using windows 98 second edition key

I installed a new hard drive, motherboard and RAM. My PC had crashed. No operating system is installed at this point after my hardware upgrade. My old hardware in my PC was running an upgrade version of XP 32bit and when I installed it, it was on a previous new hard drive. I did not own the full version of XP but I did own the full version of windows 98 second edition. When I installed windows XP to the new drive I put the upgrade XP version into the DVD rom and started the install. Mind you this is without the windows 98 full version installed that I own the key for. As windows XP upgrade was starting to install at a certain point pretty quickly, it prompted me for a full previous version (my windows 98SE) to be placed in the DVD tray to verify previous full ownership. When I did that windows asked me for the key which I typed in the boxes. After accepting that key it prompted me to place the windows XP upgrade back in the tray. I did so. Windows 98SE disc was never installed. It's only purpose was to establish ownership of a full version of windows and the key. When I placed the Windows XP upgrade disc back in it resumed installation and installed XP completely.

My question is, if I purchase the upgrade version of windows 7 will it react the same way as XP did. Ask for the full ownership version. In my case, windows 98SE, to verify that I own a full version of windows. ( Putting the windows 7 upgrade in, then prompt me for the ownership key from the windows 98 disc.) I understand that you cannot upgrade to windows 7 from an already installed windows 98SE but this is a completely new install. Nothing is on the hard drive at this point.

I hope this will work the same because I think it would be unfair of Microsoft not to recognize that I own a previously full version of windows and all I want to do is upgraade like I did with the windows XP upgrade disc.
