how do i cancel a security update?

I am running widows 7 and the update for Security for Windows patch KB2585542 slows down the following website. https://ace.cbp.dhs.gov/ace1/AceUserLogin/LoginSelection.html

This is a website for the US customs and border protection and it is for a trucking business. How do I keep the following update off my computer so I do not have to manually take it off everyday?
