Posted February 3, 201213 yr Any time I try to run a downloaded file (such as getting a new printer driver or trying to run a scan) I get a message which says, "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it." I am running Windows 7. I have Norton 360 running. I have scanned with it and used the Norton bootable scan to no avail. Running Windows 7 Cannot install or run any downloads. (I can down load files it appears. Also cannot unistall programs through the Control Panel. Cannot enable or disable any services in Task Manager. Cannot run the Microsoft on-line scan.
