Unable to boot into Windows when I change Group Policy settings in Audit mode

After installing Windows 7 (Clean Install), I went into Audit mode by pressing ctrl+shift+f3. I changed some settings and installed updates, rebooted fine. Then I changed group policy settings and at the reboot, I got "Windows could not finish configuring the system. To attempt to resume configuration, restart the computer."

The changes I made, I changed maximum password age to 0 and and minimum password length to 7. I didn't install any software so far and didn't run sysprep either.
