IE9 : saves the hyperlink in stead of the file behind the hyperlink

So i have a following link

https://*/modulas/m_exportByActivity.ashx?exportType=pdf&id=1083

In firefox, Chrome it just downloads the file. In IE 9 when i press save, the "filename" is: m_exportByActivity.ashx?exportType=pdf&id=1083

instead of the PDF file example.pdf. How come ? I know it's not an issue of the developer since it does work in all other browsers.

Since IE is our standard, we would like to resolve this issue for our employees.
