How to prevent Outlook from opening when clicking a mailto link in IE 8

I am running IE 8, and I have Mozilla Thunderbird set as the default e-mail client in IE's Tools->Internet Options->Programs->e-mail selection. However, everytime I click a mailto link in IE, it launches Outlook 2007 Startup for me to configure Outlook (which I cancel out of). I don't want Outlook installed on my machine. How do I prevent this?
