Error_SXS_Assembly_Missing when trying to install Windows 7 SP1

I have tried to install Windows 7 SP1 several times with no success. The error refernces that ERROR_SXS_ASSEMBLY_MISSING.

 

Here is what I have already done:

 

1) Disabled any Antivirus software

2) Ran Microsoft System Readiness Tool

3) Ran Micorsoft Fix It

4) Ran SFC

5) Tried rebooting in selective startup and installing

6) Tried windows Update and Manual SP1 update from microsoft download site

7) Windows Update works for all updates except SP1

None of the above fixes mentioned across numerous forums worked. I am at a loss as to why it will not work.
