Can't get Service Pack 1 (64-bit) for Windows 7 update to install

When I run the Windows 7 update and try to install Service Pack 1 (64-bit) I get a message that the install failed because I am missing the sqmapi.dll file. Can anyone suggest what I can do to correct this?
