Can an IE9 Accelerator substitute selected text into a configurable URL?

Would like to develop an Accelerator that when used on text in a web page (e.g., by selecting the text 130801 in an html report) would open a new IE9 tab and make a web request like http://server.abc.com:15010/reports/projectstatus.jsp?project=130801&view=fullstatus

The accelerator should allow the full URL to be configured per user, including where the selected text would be substituted.

This would seem to have a lot of uses but so far all the accelerators I see seem to be hardwired to web companies driving you to their sites with the context you selected.
