Error code 800b0109 and Window Defender disabled

I cannot run windows update without error code Error code 800b0109 popping up. Windows Defender is deactivated and attempts to start it bring up error code 0x800705b4.

 

I didn't run any other antivirus except Microsoft Security Essentials, which I was uninstalling and attempting to reinstall amidst the folly of trying to run both MSE and Windows Defender at the same time, thinking they were separate products.
