Webcam light on-possible intrusion?

A while back, I had a webcam on a vista PC.

I am sorry to say I wasn't running MSE then, but I was very soon after.

I noticed, while I was doing some work on the PC, my webcam was on and the green light was showing this.

Could someone have hacked into my laptop and done this?
