Conflicting indicators that MS SE is running

I've received all correct indicators that MS SE was installed correctly. In the Windows Security Center, the virus protection indicator says that MS SE is up to date and running. However I don't the icon for MS SE in the notification area and when I try to invoke MS SE via the start menu, I get the following error, "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system admin." What can I do because I don't believe MS SE is actually running. Also I can not get the task manager to appear.
