something is eating CPU cycles - 15 to 35+% when no aps are running

task manager show 15 to 35%+ cpu usage when no applications are running...recently I had to re-load Norton and clean out corrupted Recyle Bin and run auto fix on ethernet port

I have run SpyBot multiple times, and have done full scans with Norton, MalwareBytes and Avira, and others yet nothing shows up as corrupted.

need some advice
