MicroSoft Safty Scanner only parially removed some Malware, why?

The Malware problem are a Adware, Hacktool, and a TrojanDownloader all associated with a Win32/ extension, but why did the MicroSoft Safety Scanner only partially remove these and yet removed all other Malware completely?

Also, my Norton Security did not detect these problems, why not?
