"setup is starting" Win 7 pro 64bit install hang (install via USB)

I managed to seriously mess up my Windows 7 on my laptop, during a system restore I unpowered my laptop because I thought it was frozen as it was running for over an hour. Ever since then whenever I try to enter windows I will get a blue screen for a split second then it will restart itself. It happens no matter what I try to boot to, safe mode, last known good configuration, and every other option I tried.

Because my laptop does not have a diskdrive, I have been trying to install win 7 through a USB drive. My laptop is a 2nd gen HP Envy 15 with great specs & I've had it for just about two years with no real problems. I set it to boot to USB and that works well, windows loads files and I can get to the install screen but once I try to start the install it hangs at "setup is starting". The little loading mouse circle still rotates but it doesn't seem to be going anywhere from there. The same problem occours when I try the "repair windows" option when on the installation page.

I honestly have no idea what to do, I'm not sure if my notebook is still covered under warenty and I'm unsure on how to check that. Usually I'm good at solving my computer issues but I'm totally clueless on how to solve this. Considering it's my only working machine I'm really looking to get this solved, thank you in advance for the help.
