CopyProfile parameter does not work for Sysprep

I followed the steps from:

I created an unattend.xml file with the following 'Specialize' pass:

false

Eastern Standard Time

 

 

 

Here is the resulting info from the setupact.log file:

Nowhere else in the file is there a "Shell Unattend" section, nor anywhere in the file does it mention the "CopyProfile" happened.

 

Anyone know how to fix this?
