Why doesn't MSE block fake alerts like "XP Antivirus 2012"?

XP Pro, fully updated & patched, MSE, fully updated yet MSE doesn't block or find this malware. I can remove it with Malwarebytes, and some manual registry fixes to restore exe file associations, but in a few days the infection returns.
