WinMobile 6.5 PIN locked. Cancel enter PIN, but the phone setting UI still launched?

Dear All,

I try to launch Phone setting program with PIN enable, it will prompt us to enter PIN.

it does make sense, but when i click cancel button, we still could enter phone setting.

we want to block lauching phone setting program without PIN

is there some registry configuration to solve this issue or anything else? .
