E-mail POP3 timeout

I am using Windows 7 and use my normal e-mail address thru Windows Live mail which has been operating ok until the last week and now my computer will download no more then 3 or 4 messages at which time I receive a message that the POP3 server is not responding.

I contacted contacted my server about receiving the same messages over and over and when I checked my mail on my servers site they were still there and sometimes the servers webmail web site won’t load.

I have disconnected and turned off my desk top then checked my laptop which is on a router and am having the same problem.

I can’t stream an u-tube, it keeps stopping and downloads some, then plays a little, then stops and downloads some more then plays some more, at which time I get annoyed and terminate the connection.

This is the message I am receiving after I receive the notice about the POP3 not responding

Unable to send or receive messages for the LVBW (donsinc) account. A time-out occurred while communicating with the server.
