Curl Support In Win2K3 R2

I need to support a unix utility, cURL, in Windows Server 2003 R2. SFU 3.5 and the SUA don't appear to support this utility. Does anyone have a solution that is license-able and redistributable? Please educate me if SFU or SUA support this utility. Thanks much.
