Unable to change the language.

When I try to change language in "Language for non-Unicode programs" I get

 

message: Setup was unable to install the chosen locale. Please contact your

 

system Administrator.

 

 

 

I login as Administrator. What can I do to solve this apart from installing

 

Windows?
