Any one Please tell me root cause of this Error and Resolution

This error occured in C:\WINDOWS\SYSTEM32\WBEM\LOGS\wbemess.log file,

the error is the following

ESS unable to load consumer provider NTEventLogEventConsumer from

provider subsystem: 0x80041013

Failed the first attempt to retrieve the sink to deliver an event to

event consumer NTEventLogEventConsumer="SCM Event Log Consumer" with

error code 80041013.

Please answer the following

1. Which component is causing the issue

2. Why is it happening?

3. Fix for this issue.
