Policy setting for displaying keyborad togle in task bar

Hi,

I enabled French Keyboard in Windows 2000 Terminal Server, Control panel to

display keyboard togle in task bar.

I can see if I login to terminal server as admin, but not avg. user. There

is windows policy to prevent this, I went thru the policy, and disabled the

"Restrict selection of windows menus and dialog language", still users can't

see the language in taskbar

 

Where else this may be prevented displayed for users, there must be another

settings that I am missing
