windows vista business startup problem

hello,

During startup of windows vista , following problem is

occurring

 

"A patch is preventing the system from starting up". Also the system

is neither booting in safe mode nor the system restore is working

 

So How do I remove/unistall all the patches installed in windows vista

using command prompt. please help
